Is the interface of Atlassian changes? I find a lot of changes in it.

Yes.

Most Atlassian software changes the UI on almost every release.  These changes range from minor tweaks (moving a menu item a bit, a change of colour, relocating a panel slightly) through to complete overhauls of the UI.  Obviously, the complete overhauls are not as frequent as the minor tweaks, but they do happen.

On server/DC, you're in control of it.  The UI will only change when you upgrade to a version that has a new UI.

On Cloud, new releases can be as often as once every fortnight (faster for security issues), but typically happen less frequently - around 6 weeks apart is the period I hear talked about the most.

So, yes, it does change.
