Welcome to the Atlassian Community!

You can use "Restrict who can move a work item" condition

From your workflow select the transition > Click on "+" next to Restrict transition > from the list select Restrict who can move a work item > Select Roles under 'Restrict To' > Pick the Roles and click on Add > Click on Update Workflow.
