There's not enough context in your question to give you a detailed answer, but what we can tell you is that yes, you can create a custom field and use it for verification.  Go to Admin -> Custom Fields, click "add" and choose a type and what screens it should appear on.

Could you explain more about what you're trying to do, and how you are thinking you might hook up Jira to something that can do your verification?
