Need help with Jira Permissions

Hey guys,

Does anyone know where I can set a specific group of users to be able to create tickets in a specific Jira project. However, to not be able to automatically see all tickets. They should only see the tickets that are assigned to them or where they are reporters.

Sorry, I am quite new to Jira.
