How do I configure permissions for a user so they see nothing but issues they are assigned to?

You should only use "Assignee" in the "Browse Project" permission. See https://confluence.atlassian.com/display/JIRA/Managing+Project+Permissions

Thank you. After a few days sorting out the right groups and other permissions I did get it to work. Using "Assignee" in the Browse Project permission was key.

you can do this by configuring issue security level

check this document for more information

https://confluence.atlassian.com/display/JIRA/Configuring+Issue-level+Security

you can do in both the ways as Prasad and Jobin suggested by setting Current Assignee.

They both works fine when trying to view the issue. Using Issue Security Level as an option, the issues which has Unassigned can also be viewed in Issue Navigator but not with Browse Project permission. So I prefer Browse Project.
