I am unable to turn off email notifications in JIRA. From what I have seen recommended in other JIRA community answers, there should be an option to disable under my personal settings; however, when I go to the settings page for my profile, all of the options to disable email notifications are greyed out. I have attached screenshot (in Chinese, but should be sufficient to see the issue). Is there any way to resolve this and be able to turn off the email notifications?

Welcome to the Atlassian community.
I am adding screen images to augment @sanam malleswari 's response.
At the top of the page is an overall setting to send or not send emails.
When this options is turned off, then the other email options below it will be disabled. If you turn this option on, then the other email options will be re-enabled and you will be able to change them. Then you can turn the overall option off again.
Note that this applies only to emails that are sent through Notification configurations. If there are Automation rules or other features that are also sending emails, those will not be affected.

As I tested this in my Jira cloud instance, please follow below steps to turn off the email notifications.
1. Please turn on the Send me emails for issue activity.
2. Uncheck required check boxes.
