Updating URLs is available for sites that have at least one Jira or Confluence product with a Standard, Premium, or Enterprise plan. You’re unable to update the URL if the site has only Jira Free and Confluence Free.

If you were on Standard or Premium you could contact Atlassian Support and they could assist with this. However, as you are on Free plan this service isn’t available. One option you have is to start a new instance and move your issue over. Ugly solution...yes.

I think Atlassian don't currently support the ability to change the URL of your cloud site.
