You can't just change the URL, you'd have to do a cloud-to-cloud migration, see links below:

You need to buy the new Cloud url, export all the data from the old one, import it into the new one, and then shut down the old one.

Complexity of the task across the services, plus building a decent front-end UI and supportable policies for it is adds up to a chunky bit of dev time, and they simply have other priorities.

this really makes no sense, changing the URL should not involve any cloud, files or data at all, this is just DNS matter and should be handled in this level only

It really is not that simple.
However, it can now be done in the UI, rather than having to ask Atlassian to do it. To give you an idea of why it's not that simple, the change can take a few hours to take effect while all the computers are catching up, and because it's a complex task, Atlassian limit the number of times you can do it .
