Can I restrict cloning, (admins only) on jira server issues?
If is possible can you tell me how can I'll do?

@Vikrant Yadav But this does not block or restricts only certain users, rather it stops everyone from cloning the issue.

Restricting cloning of the issue is not possible as there is no permission specifically for it.
