I need to restrict assignee of subtask to specific user if Summary of subtask is predefined Lets say Summary of subtask is "My first tickt" it should go to andy user

I can't close tickets on the board - the administrator has added permissions for the board but I still don't see the option to close a ticket. I've included an example ticket to show what I see.
