Can a deleted issue be restored when using the Cloud Version of JIRA?
If so, how?
Atlassian recently introduced the trash feature for projects. It will keep deleted projects and its issues in trash for 60 days. So that you can recover a deleted project in 60 days.
However, if you delete only the issues, the deleted issues are lost forever. For that specific need, we built Restore Deleted Issues app. It keeps track of when and who deleted the issues.You can view and restore summary, description and comments except attachments.
The previous answers may assist you with your current situation, but going forward, please consider not deleting issues by modifying your permission scheme(s). Many folks here on the forum advocate that. Rather than deleting, resolve them with a resolution of Canceled, Deleted, etc. At my organization, we never delete issues. Never, ever, ever.

If you have a Jira back up taken you can restore on any test Jira environment or else you can even contact Atlassian support for the backup. They might help you.
