We support our users across multiple countries, is it possible to configure the SD portal to display say, in Spanish for users in Spain? Or are you able to configure a seperate portal for a certain group of users which could be written in their local language within the same Jira Project?

yes it is possible to provide the Jira Service Management portal in different languages : the interface is automatically tranlated (buttons like "Requests" or "Log in").
For the forms, you can configure them so that they have a translation (that you will provide) for the languages you need.
