How to restrict / validate transition only when all related/linked issue are resolved.

How to create a condition or validate in the transition only when all related linked  are resolved in the same project (service desk) or in a different project (Jira software)

This is how I have it setup. I have conditions on the "Closed" Transition.

This one specifically if for when a linked issue has the linked type "Is blocked by". You can do those for whichever link type you deem necessary.

I apologize that seems to be a part of the Jira Workflow Toolbox in the marketplace.

And my jira is in Cloud,  and Jira Workflow Toolbox only in the Server
