I notice that Jira regularly changes the className of it's elements and uses random strings to define them (sc-cPUNzw iljAIt), making any browser-based css changes useless. Is it possible to otherwise customize CSS on Jira?

No, and custom css is in no way supported. I would simply stop trying to do it, you could be creating (pointless) work for your developers as often as every 4 weeks.

I'm definitely not going to stop doing it - The usability of Jira is improved by making what are small and quick changes to the CSS. Doing this every time a className is changed is a pain though.
