Can people outside of the organisation fill templates ?

Hi, 

I would like to create a template which people without a jira licence can fill in, and it automatically creates a ticket for me and my team. The reason is that the rest of my company needs to occasionally summit a specific demand to us but otherwise never uses Jira and don't own a licence.

Would it be possible to do that ?
