how to create hover over texts for custom fields ?

I am looking for ways to create a help text over a custom field. Something like a text bubble when users hover over the custom field name.

Any solution to achieving this ? Thanks

You can add this in description section of custom field.

I do not have an option called "User Macro" under JIRA Administration.
