I defined new custom field of Multi-Select list with 620 values.
Jira fail to present this field in any of the screens contains this new custom field.
So my questions are:
1. Is there a limit on number of values in a single\ multi list custom fields?
2. For multi-select - is there a way to limit the number of selected options to X number of options?

there isn't a limit in the company-managed projects for your custom field options. However, if you create too many you might face performance issues 👉 answer from the Atlassian team
For team-managed projects, you can only create 55 options.

Is there a limit in Service Management Project, because these limits are for Software projects.

1. Technically, no, but your humans will find the field to be too complex and hence functionally useless if it's got more than a couple of hundred values.
2. No, there's no way to limit it. Best you can do is write a validator that can count the selected options in a field and say "no, you cannot transition this issue until you remove some of the values"
