We use Data Center (not Cloud) Jira and i need to make custom fields. Where is procedure?

I found this article 

https://support.atlassian.com/jira-cloud-administration/docs/create-a-custom-field/ but it did not seem to match what i see in Jira in System Settings.  I asked one of the Admins and they said i was using Cloud documentation and that we don't use Cloud but use Data Center.  I searched the Community but don't find the topic of "create fields" that doesn't have 'cloud' in it.  When can i find the procedure for this?

What i am doing is making a 'discrepency report' that has a few text boxes and i want a few radio buttons and a pull-down list as well.

But as you mentioned you asked your admins regarding the setting, I think you will probably not have enough permissions to create fields. To do so on Data Center instances you will need to have Jira administrator permissions.

Welcome to the Atlassian Community!

In Cloud, there are two ways to add fields, one is for fields local to a team-managed project, the other is to add global custom fields.

DC does not have team-managed projects, so only has the global custom fields, but they are done exactly the same way as they are in Cloud.

As the documentation you've found says, go to Admin -> Issues -> Custom fields, and add the fields you want in there.  You can then choose whether to limit them to projects, and what screens to add them to, to make them appear when you need them.

I don't find a menu item in my current permissions that is called "Issues".  I'll go to the Jira Admins here and share the information from you and Kai and see if elevated privileges will reveal those menu items.

That's the best thing to do here.  The settings in your screenshot are project settings usable by project admins.

If you have Jira admin rights, then you could follow the link "field" in that menu and it would eventually get to the place to create and maintain global custom fields, but if you do not, then you won't get the links to go there.
