Can I recover a ticket that was deleted a while ago?

Unfortunately, Jira doesn't store deleted issues and the info about who deleted and when. 

To track and recover deleted issues in the future, you might either back up your projects or get an app with the "restore deleted issues" option from the marketplace. The one my team created is called Issue History for Jira, but it only functions after activation and does not apply to issues that have already been deleted.

Welcome to the Atlassian community.

When an issue is deleted in Jira Cloud, the issue is permanently and immediately deleted and cannot be recovered.

The only way to recover it would be to restore a backup of the system.

For that reason the permission to delete issues should be limited to administrators.

Instead you could set the Status of the issue to a special status such as Done/Ignore. Or you could consider using a third party app that enables you to "delete" issues but puts them into a location from which they can be recovered.

Is it possible to know from the log who made the deletion and when? Since I have the ticket number?

I don't see anything in the Audit Log accessible from Settings / Systems that records information about deleted issues.

Welcome to Atlassian Community!

By default, Jira does not track deleted issues and deleted issues are lost forever. To prevent it happening again, you can try Restore Deleted Issues app developed by our team. In order for this app to work, the app must have been installed before the issue is deleted.

After you install this app,

  • Both bulk and single issue deletions are logged.
  • You can see when and by whom issues are deleted.
  • You can recover summary, description, comments except attachments.
