RSS feeds errors in outlook 2016

I'm have setup RSS feeds in Outlook 2016 and I'm getting the following errors on Send/Receive.

Task 'RSS Feeds' reported error (0x80070005) : 'Synchronization to RSS Feed:"http://jira/sr/jira.issueviews:searchrequest-comments-rss/12781/SearchRequest-12781.xml?os_authType=basic" has failed. Outlook cannot download the RSS content from http://jira/sr/jira.issueviews:searchrequest-comments-rss/12781/SearchRequest-12781.xml?os_authType=basic because of a problem connecting to the server.'

Task 'RSS Feeds' reported error (0x80070005) : 'You don't have appropriate permission to perform this operation.'
