Is it possible to define a users available time to work on a project to determine true velocity?

I am wondering if I can specify a users specific capacity to work on a project during a sprint. For example if I know someone will only be able to dedicate 50% of their time to a project and I want to show that on the board is it possible to define that somewhere, so we can determine our true velocity?
