Surely there has to be a better solution than exporting to a CSV and then importing to JIRA, thus losing all of your images, formatting, attachments, tasks, and links.

The information in above page apply to Cloud as well and, as you can read in there, if Importing data from CSV does not fit your needs, on the Atlassian Marketplace you can find different apps/add-ons to integrate and/or import data from TFS into Jira Cloud including (but not limited to):
