Hey Bob, we ended up with the same problem around the restrictions of the CSV export/import and ended up writing our own Atlassian Connect plugin and opensourcing it here: https://github.com/SimeonC/jira-gitlab-seneschal. Though this is for Jira Cloud it might be easy to adapt it to run on the server - depending on any API differences.
It still has some bugs that aren't fixed yet - for example the Description Format changed recently I think so that'll need an update. We did manage to get all comments and attachments ported over this way though.
