I understand that you are not receiving emails. I suspect this is due to the email suppression
Adding to the suppression list is a mechanism to avoid spamming recipient mail servers and indicating that an error has occurred, having identified they are not available to receive the email. The recipient may not be available due to various reasons some of which are, but are not limited to - DNS Resolution, Mailbox being full, Network issues, Firewall rules, Mailbox unavailable, Mail Servers facing reach-ability issues, User not setup, mailbox being inactive, etc.

If your admin checks and you are not part of the suppression list , request you to reach out to support here: https://support.atlassian.com/ so that we can further check the account.

However, the account I need to receive emails from is not yet a member, so your method will not solve the problem.
A site that receives emails suggested one method. Can you register all IPs used when sending in the SPF value?

What directions are you following that said you needed to send an email to that address?
If you want to set up a brand new Jira trial instance you do that through the Atlassian website.

If you are trying to access an existing Jira instance that is owned by some individual or company, we cannot help you with that. We are users of our own Jira instances. We don't have access to all Jira instances. You would need to work with the people who have told you that you need to access that specific Jira instance to resolve any problems you are having contacting the instance owners.

What web page URL are you accessing when you get that message?
I have not seen a screen like that recently, but I suspect it is being shown when you try to access a specific Jira instance, and is an instruction to contact the owner/administrator of that instance to get access. I might be able to confirm that if you paste the text of the message so I can run it through a translator.
If my suspicion is correct, this user community will not be able to help you.
If you received instructions from a person to access the web page where you then received this message, I suggest that you contact that person to let them know you got this message.
