I Want to create a ticket based on the Users& Custom field Values!

I've a situation while creating a ticket in jira based on the Users.There is a Custome field calls "Type".in this custom field 4 values are there a,b,c & d.
my retirement is users can create only by using the values a,b & c only .
There is a project role called "TestGroup" users in this group can create by using all the field values a,b,c& d. this all can be done in workflow level.Is it possible to select a validator based on the above case? please provide me the solution for this. as soon as possible.
