How to send automated email notification emails to users who are inactive in Atlassian products ?

There are multiple users in our directories shows they are inactive and unavailable in JSM, Software and Confluence. Even though they dont use the product licenses are consumed, we want to shoot out an email to those inactive users based on the last active or last seen on. We want to send a notification email to admins and users, so that we can know the users who are inactive and disable their accounts. 

How this can be achieved in JIRA automation rule ?

I am afraid this cannot be achieved in Jira Automation.. this is a quite advanced task.

However you could get scriptrunner and you will find plenty of scripts in this community pages, that you can trigger once a week or once a month.
