How to make a Service Desk User but not an Agent?

I would like to setup some users who will be Service Desk Agents and some users who are NOT Agents. My understanding is that an Agent is someone who will respond to requests. So how do I setup someone to have visibility BUT NOT an Agent, and NOT a Customer? Thanks

You make them JIRA Core and/or Software users, then your Agents can include them on issues when needed.  See https://confluence.atlassian.com/servicedesk025/managing-collaborators-754977407.html
