How does this work when using Jira cloud? (i.e. https://<Project>.atlassian.net)
Where to place the attachment files?
Are there examples of other locations that can be utilized?

I am not sure I understand your question correctly, however you can just specify any location in the CSV file as long as it is accessible by the destination instance.

It seems to me that solution which requires external services for data import is not complete and secure enough. It would be great if Atlassian provided complete solution for data import using its own features and services and compatible to the officially supported platforms.

@Oleksiy Brushkovskyy depending on what kind of data and where you need to import it into, there may be other/better ways to do so other than using CSV import.
Can you kindly provide more details on what you are trying to do so that maybe we can suggest something else?

Sometimes our users want to migrate the whole their project to another JIRA instance.
The problem is that there are hundreds of another projects exist in both sides - we can't just backup and restore the whole JIRA instance somewhere due to security reasons.
Basically, the only thing we can suggest to users is to migrate particular issue fields through CSV/XML or using some simple REST-based automation.
I've tried out some tools like Project Configurator. It does not work fine for us taking too much internally dependent schemes, fields and other objects with single project.
There were some other tools that simply weren't able to migrate all required aspects of single project configuration.
I haven't found any tool that is able to migrate all that stuff of single project to another JIRA instance.
Is there some simple way to migrate single project between JIRA instances?
I think it should include:
- all project data (fields, values, comments, attachments, links)
- configuration schemes, workflows, global items (e.g. statuses, resolutions, etc)
- all related filters, rapidboards and dashboards
- required plugins that provide fields, searchers, JQL extensions, etc
- user and group mapping
