The right to move an issue is granted by project permissions.  To move an issue, a person must have

  • Move permission in the source project
  • Create permission in the target project

So, yes, you can restrict movement of issues, but only by stopping people creating issues in the target.

Thanks for this post and the answer. Is it at all possible to blocked moving of tickets BUT still retain the permission to create/Move issues.

So, like in the OP, users should not be able to specifically move ticekts to project X, but can still created tickets there.

Please advise? (apoloiges if I misinterpreted the answer)
