Without an app, it’s nearly impossible to handle out-of-office assignments effectively, as it requires a system to track availability and intelligently assign tickets. That said, @Lucas Modzelewski _Lumo_ 's comment is helpful!
I also wanted to mention SnapAssign - Smart Assignments for Jira, which is free. It allows you to enter time-offs, holidays, and even shifts, ensuring that issues are only assigned to those who are available. I’m one of the folks behind it, so feel free to reach out with any questions!
That could be challenging since it requires logic to determine who is unavailable (e.g., tracking tickets with start and stop dates, or integrating with an external system).
For assigning issues—if tickets are currently assigned automatically—you might need to adjust the process. This could involve verifying the assignee's status before assignment, attempting to assign and handling errors, or assigning to someone else (but then, who would be next in line?).
Using apps might help answer some of these unknowns. 😊

Thank you both, at the moment I cannot use any app.
I did see an Automation YouTube, which setup a rule for "Blocked" issues. I setup an automation rule using the same concept, however, I will replace block with "In Progress".
