How exactly do you want to attach it? What is the goal you want to achieve?
You can add an e-mail to a project, Jira will create tickets from that email.

You'll need to download/save the email (ideally directly as a pdf, but if your email client does not support that, then you'll need to download and convert it to pdf), then attach it to the issue by hand.
