it does not matter, as long as your "actor" has sufficient permissions, and the scope of your rule includes all the projects you want this to happen in, it should be fine.

when your trigger is "issue commented", you need to get the comment with
{{comment.body}}

Please check if the actor of the rule has permissions on the involved projects to see and comment on the issues.
Also please check that the direction of the link is correct.
