I want to track Service Level in Days based on how long it took a member of the team to assign an issue to them selves.
Time should only be track when a Sprint goes Active

Natively in Jira, there is a dashboard gadget "Average time in Status" that can be used for a ad-hoc viewable report like this, alternatively, you would need to look into third-party add-ons to extend the functionality if you are looking for a more specific or robust reporting option.
