I'm sure this is a really simple thing to do, and in fact I know I was able to accomplish it at one point (on a different version of Jira), but I can't for the life of me remember/figure out how.
We're on Jira 6.1.7. We have several projects that we're keeping for historical purposes, but don't want to allow new issues to be created in. How can I prevent these projects from showing up in the Project field on the Create screen?

You can do this by assigning the project a permission scheme with no Create Issues permission.
