Thanks for reaching out, I took a look at the site on the back end and everything appears to be up and running at the moment, and I am not seeing an indication in the logging of an outage.
First and foremost I wanted to verify that you are able to access the site and are good to go.
Looking into what may have occurred, there was an active incident that lines up with the timeframe of when you were starting up the instance and experiencing this issue but the incident affected notifications and should not have impacted the creation of a new instance but there could have been a delay of the startup process with the updates that were being pushed out to fix the incident, the incident details can be seen here:
If you are still experiencing an issue let me know here and I will create an internally facing support request on your behalf so we can take a closer look and get you up and running.

Since you are on the free plan this is most likely thru a billing ticket/Customer Advocacy and those can take a little longer to resolve.
All you can do right now is wait for them to reply to you.
You could also go to https://admin.atlassian.com and see if there is anything going on with your site/subscriptions

As for now, we've escalated the question already and you opened a ticket so give it some time now.

The reason was that I didn't link my credit card. I ask the Jira developers to add more details about the error. Because it's not obvious

If you are site admin or Org Admin You can raise a ticket using Atlassian Support. I have added a tag and so that Atlassian will be able to help you ASAP.
