Hi everyone,
I set up my head developer as Org Admin. He has developers under him whom I've added as Jira users, but when he goes to assign a subtask to any of them, he's not finding them in the list. Any suggestions? Appreciate your help.

The people listed in the assignee select-list are determined by the "can be assigned issues" permission in the project. So please check the permissions in the project, and that your head developer has the global "browse users" permission if you want them to be able to search for people in the field.
In addition to what @Carlos Garcia Navarro says...
The head developer does not need to be an Org Admin to be able to assign users to issues. If the issues are in a Company Managed project, then the head developer needs the following permissions in that project:
Browse Projects
Edit issues
Assign Users
And also that person needs the Jira instance Global Permission for Browse Users and Groups.
The people that need to be assigned to the issues would need the Assignable User permission in that project (if it is a Company Managed project) in order to be available to select in the Assignee field.

If they're new users, they may have to login to Jira for the first time before they can be assigned as described here:
