Issue Links but only Specific Issue Types

Hello Guy and Gals, 

Is there a way in which we can modify the issue picker (just for one screen) in which instead of listing all issues would only list issues of :

  1.  A Defined issue type.
  2. Not in Closed or Resolved.

Some background as to why I would like this feature:

During an Incident, should there already be an open Problem relating to it, we would want to link the issues. However with many incidents and problems (and other tickets) it can be somewhat overwelming.

If the issue link only showed open problems, it would make it much more straightforward.
