Add external user base

Hello,

For a service desk project that is external facing, I am trying to create a custom field - user picker. I was wondering if it's possible to import a user base that is external to my existing internal user base? 

If it's possible, could you show me how to do so?

You can, by adding your external source as a directory under Admin -> User directory.
