when sign in, it automatic redirect to campus sso sign in page

when signing in with xxx@ucsd.edu email account, it redirects me to the UCSD SSO pages. i would like system to be able to sign in via standalone not with UCSD SSO

Welcome to the Atlassian community.

It sounds like the ucsd.edu email domain has been claimed by an organization that uses Atlassian Cloud, and they have imposed an authentication process for any users that use Atlassian Cloud account logins with that email domain.

As a user or Product Admin you can't change that. You would need to consult with the owners of the Atlassian Cloud Organization that has claimed that domain. That may be the same Organization under which your Jira Cloud product has been deployed.
