If I link two issues, what does that actually mean? How does this information present itself? Where can I find that information? And how can it be used?

You can find that information on the issue page itself or pull those dependencies in "Issue Navigator".You can also search linked issues for a given issue.

On top of that, there are plugins out there, like JQL Tricks plugin, that extends the search based on links. There are also other plugins like Gantt chart plugin that uses links to create the report.
