Issue 450 goes into processing. This results in a clarification process that colleague A would like to clarify with colleague B. For this purpose, colleague A would like a button that opens a list of people in the respective project when pressed. From this list, person B can then be selected so that the issue is assigned to person B and person B knows directly what status the issue 450 is in --> status "Consultation".
Is there something like this in Jira or can you set it?

From the case description, we understand that you would have below query
You have a below Workflow
Open --> Work in progress --> Consultation --> status Z --> Closed
Once a Issue lets say 450 assigned to user A reaches 'Work in progress' status, and now the requirement mentioned in the Issue needs clarification from another User (say User B), now, you would like to have a Button / other option via which the User A can assign the Issue to User B for clarification and the status of the Issue should be set to 'Consultation'
If my understanding is Correct. Then this can be achieved in Workflow through Advanced workflow configuration. Probably, you can add a screen while moving from 'Work in Progress' state to 'Consultation' state.
You can set assignee field as visible in the screen along with a custom field which should have a specific value. If the consultation is needed, you can update the assignee field in Screen and also update the custom field which would be a confirmation that the Ticket needs a consultation. Set a Post-function, which will be set the status to 'Consultation'
There are also Third party Add-ons like Script Runner for Jira which can help you achieve the same requirement.
