how-to export from jira serveur to Jira Cloud

Hello, 

I would like to move tickets from a Jira server project call A to a Jira Cloud project called B.

Using standard export issue does not seems to export attached files for A.

I can't find XML export for project A

Is there a way to do this or should I move the full project A to Cloud and then move tickets from ACLOUD to B ?

Any comments is welcome,
