how to add a line of custom Text in the issue screen?

Hello,

I want to add a line of Custom text in the issue screen

for example - "The is can only be done after March"

The above line in quotes should appear on the top of the create issue screen just before the Project label.

how to achieve this functionality?

You can try to use the Message Custom field from the Jira Toolkit Plugin (https://marketplace.atlassian.com/plugins/com.atlassian.jira.toolkit )

But you can not place this field above the project label.

Maybe you can change the css of the create screen?
