global permission "service desk" missing

I use jira server - and have no global permission "JIRA Service Desk agent access" and so I haven't any features or else from Service Desk

Can you check that Service Desk is installed?  Check the "manage applications" if you're on JIRA 7, or "manage add-ons" if you're on 6.

yes, of course i have already check it. I can also "move" existing projects to Service Desk. But I have no other options. So there is something wrong with the permissions.

I'm also not able to create a project for Service Desk - and I'm a JIRA system administrator. I can create in Business and core, but no projects for Service desk. And I'm also part of the group "jira-service-desk-agents"
