Wrong automation

Hi to all.

I have a strange problem with automation and comment.

I have two types of automation related to comment insert.

The first one makes a transition to 'waiting for customer' to 'Open' on comment adding.

The second one makes the transition 'open' to 'updated' on comment adding.

I have an issue in waiting for customer status. Customer adds a comment with attachment and a strange behavior occur:

The issue is transact to Open (correct)

 The issue is transact to Update ( not correct).
