We have jira software and jira service desk on our single jira node server instance
Our jira software license is expiring in 2021 and we are not going to renew licenses as we are transitioning to another instance for jira software projects only
However we will continue to use jira service desk.
Our question is, Will our jira software projects be readonly if jira software license expires as we continue to use service desk agent license is active?
What are the scenarios to consider to make sure we continue using Service desk projects and make jira software projects read only?

No, your Jira instance will still work, but you will not be able to upgrade Jira to the latest version. If you will continue using JSD I would consider moving it to a separate server so you can continue upgrading it.

Also if jira software becomes read only, will be able to export the data from jira ui?

So, your Jira Software projects will not become readonly, unless you change the permission scheme to make them readonly. The only thing that will happen once your license expires is that you will not be able to upgrade to a later version, nor will you be able to contact Atlassian support for any Jira Software issues. JSD will still work as usual, but if you want to upgrade JSD to a newer version you have to move it to a separate server (if you have both JSD and Jira Software on the same currently).

When the jira becomes readonly and users start accessing it, can users still download the attachements for the read only tickets?

If you change the permission scheme to make a project readonly the user will still be able to download attachments, yes.
