Why I can not add a workflow scheme to an existing project ?

The button to add workfow to a scheme in a project is disabled.

Thanks for your help , I need is the following: I have a new issueType with its own workflow, when I create a new one in any project I want to have the schema associated with this new workflow, but do not let me associate Jira more workflows to existing schemes , how I can do that?

It's because the scheme is active - you're trying to add to one with "HNC" in the name, but showing us "entregable" in the list.  Look to the right of "HNC" - it says the scheme is shared by 24 projects - that's why you can't add more workflows to it.
