Which transitions are buttons vs in the workflow menu on Jira view operations bar

In JIRA issue screen, some transition appear as a button on the screen; some is under the Workflow button dropdown. How do I effect which ones show as buttons? It does not appear to be alphabetical...is there a setting, or ??

The transition options show up in the order they appear in the configuration screen. To get them in a different order I would need to delete them and re-add them in the order I want them to appear.

I don't need to change the number of buttons. It shows 2...that's fine. For the state I'm looking at, there are 3 possible transitions, and the one I want to be on a button is showing up in the menu, not as a button. How do I get it to be a button, and one of the other transitions to be in the workflow menu?
