Where can I edit the "Estimated" field under Time Tracking in a Story?

We are logging actual time spent for each Story.  When I click the story I can see under Time Tracking "Estimated" says not specified.  I'd like to enter our original estimates here, and I can't figure out where to edit this.  Screenshot attached.

As an admin, can you have a look at the "screens" for Create and Edit?  I suspect they are missing the field "time tracking", which will give you access to enter and update estimates.
