I started getting messages about rate limiting last night. Not sure what this is, if it's affecting the work I'm doing in Jira, or how to turn it off. Any info is appreciated.

Rate limiting on Jira Cloud typically isn't something you should encounter as an end user, much rather it is something that developers of apps, integrations or scripts worry about.
The way it works is that whenever a piece of software (an app or a script) performs an action too often, Jira would reply with a "Try-again-later" response (HTTP 429). This rarely ever happens during normal use – if ever.
The fact that you get messages about rate limiting is odd, as this typically only appears on the API level. Anything else you could tell us about these messages would go a long way in finding out what's going on in your case and how to potentially stop those messages.

I am using Jira on my phone as I am verifying bugs in my app. I get the message, sometimes, “request for activity is rate limited.” I’ve been using Jira this way for a long time but just started seeing this message yesterday. Usually it’s when I open a bug from the Board and try to interact with the bug info - either changing status or assignee.
